The nature and terrain of the planet in question however has caused some development to be different than most other civilizations. Their government seems to defy easy explanation as it is a resulting mix of authoritarianism, pastoralism and individual freedoms. Recently upon discovery of the warp drive, they prepare to go out far among the stars and search not only for alien life, but those other Humans elsewhere in the galaxy.

A History of almost constant warfare has brought down a long history of tactics, strategy and operational warfare to the modern Dotodyne people. Being only recently united under the Khaganate has led to it's efficient military organizational systems being adapted across the surface of Dotodyn. The ground forces being primarily levy based while the navy being more of official enterprise has lead to some interesting politics, and control throughout the history of the Khaganate.

The Economy of the Khaganate is strongly based around state owned and control industries that are then sold to shops and stores and other Khans and Clans. Though many citizens own various goods there is a slight trend away from owning material goods as one of the core proponents of the Dominant faith revolves around letting go of material matters. In addition to this there is pressure to keep producing weapons and other logistical goods as small scale fighting between Clans and the occasional Khan are still prevalent across Dotodyn.

The Dotodyne while not prioritizing technology by a large portion still develop and find new things to discover. They will attempt to develop technology as they see the need for it, taking it from scraps or finding it on their own they do not care nor having any stigma attached to taking or stealing a technology from a friend or foe, all is fair game when it comes to ideas. However while they value technology they do not have strong institutions and foundations for extended strong research or reverse engineering, making them less focused on such.

The Dotodyne culture that has become dominant on Dotodyn strongly valued ambassadors and envoys believing in necessity of communication even with enemies and foes. This has led to the strong value of understanding the opposing position but they also know very well the value of taking the information that you need from beyond their desire to give it. Spies and sabotage are not looked down upon, they are heroes just as much as diplomats. Just as the ambassador that brokers the saving trade negotiation is a hero so is the spy that allowed the invasion to be swift and easy.

The Dotodyne cultural identity is strong, though it is not one strong cultural identity but many. Differences between City born and Clan born, between the different clans and their traditions or the differences between the settled city people and their traditions and beliefs. All are now united under the Khaganate, not seeking to impose but to unify culture on Dotodyn. Because of this acceptance and free propagation of cultures across Dotodyn, and the mixing and creation of arts and media that truly represents all Dotodyne, the media and cultural presence of the Khaganate may be impressive to those without such a strong system.
Quirk: Semi-Nomadic: The Dotodyne are an advanced semi-nomadic culture, with large populations and specializations in the cities and strong and rugged clan warriors among the steppes. Any interactions with this culture may become unsettling for individuals from sedentary cultures as on this world, the pastoralists won.

- Long Description of Empire:
- The Khaganate is a complex government full of regional lords, laws that are either lenient or incredibly harsh, and Byzantine social ranking systems that at the same time has many egalitarian principles in the framework. At the top is the Khagan below him it is mostly a mess, there are Khans and other regional powers as well as independent clans and city states. At times appearing as though there is no central rule then suddenly turning around whenever the Khagan speaks. It is a system that has blood feuds and fighting between clans but all serving utmost loyalty and obedience to the Khagan. The military is a strange beast indeed with the standing army being barely more well equipped than the much larger amounts of local militaries owned by various clans and their Khans, all being called under the Khagan's command when war is necessary, otherwise they seem content to squabble amongst themselves, stopping only to obey the orders of the Khagan.
The Succession to throne of Khagan happens in various ways, however they all revolve around one process. The Kurultai, or supreme council, is a group made of the the most powerful and important Khans, Clans, Generals, and other leader that are called together only to elect a new Khagan or Khatun from the descendants of Khatun Bolormaa. Since most of the Khans and many clan nobles are related to Bolormaa, it is not really much of a handicap in choosing a new Khagan. In most cases a single candidate is chosen by the Kurultai but when the Kurultai is split they will find a compromise, normally one that neither side likes very much.
- Recent History:
- Before the true beginnings of the Khaganate there were many Khans, and one powerless Khagan. The Khaganate had existed for millennia however now it was a mere pretense. Internal fighting and external wars made the people of the cities grow weary, Clan disputes and armies on the march made the power of the clans grow feeble. Based on the revolutionary ideals of philosopher and historian Khasar, a revolution formed and revolted against the Khans, killing many of Royal families and nobles in some countries and managing to topple governments in others. Now the revolution was on the march and many countries without leaders to rule them, the Khagan was dead. However the Khagan had a daughter, who do to the broad acclamation by many Khans in an Kurultai began her reign as Khatun Sarantsatsr. She would unite all the remain Khans under her rule and fight against the bloody revolution for eight years across the globe before the last major stronghold fell. Now her descendant Khagan Naranbaatar rules the Khaganate, but the fires of revolution might once more ignite as the Dotodyne explore the stars.
- Description of Species:
- Humans can be differentiated from other related organisms by a strikingly enlarged brain, reduced hair coverage on most parts of the body, and by a suite of skeletal and muscular adaptations associated with habitual bipedal locomotion, including the loss of the grasping ability of the foot. Humans are terrestrial bipeds with a limited ability to swim and dive that must be learned. The species shows strong variation in body size and proportions, and pigmentation, some of which can be related to the wide range of environments in which Homo sapiens lives. Humans exhibit moderate sexual dimorphism in body size.
Humans are opportunistic omnivores, showing remarkable ingenuity in extracting, producing, processing and preserving foods. Humans make wide use of fire, and cooking is practiced by all known extant human groups. Regional variations in diet are influenced by availability within a particular environment, by cultural traditions such as food preferences and avoidances, and even genetic factors. Lactase persistence, which allows some groups to consume milk and dairy products throughout life, is an adaptation to dairy consumption that some human groups have and they are far from a minority in Dotodyne regions.
Human social structure is highly variable. Traditional arrangements that may be formalized through marriage include monogamous pairs as well as one-male multi female groups and, more rarely, one-female multi-male groups. Both males and females may disperse from their natal community. Human infants are born in a relatively immature state and remain dependent on adult carers for several years. Inter birth intervals are relatively short such that females may have multiple dependent offspring at different stages of developmental maturity. Other members of a community or extended family network may contribute to the care of dependent children, including fathers, older siblings and grandparents. Humans are typically diurnal and sleep in temporary or permanent shelters at night. Family groups often have exclusive use of a shared sleeping space or residence that may serve as a home base for extensive periods.

Not as bad as I thought when you wrote about space mongols. These might actually be pleasant sometimes.

I mean living under the real Mongol's rule wasn't so bad, just being their enemies was really really really bad.

The Dotodyne likely feel sad as well, ancestors saved the galaxy, Yay! They are the only Humans that they know of are left, Aw.
The Downer is a bit more powerful than are our ancestors did a thing that saved everyone! But most of everyone that is human is dead!
You can see how that might get people down a bit...

Sure, but you don't really mention that in the empire description, I will just have to see for myself.
