Military: 3 (The Cirnii will never forget the lessons learned of hundreds of years of conflict. They are masters of siegecraft and warfare, and though it is more efficient to foster friendly relations and treat others with benevolence and generosity, their violent days are not behind them yet.)
Economy: 3 (80 years of reconstruction and progress have done wonders for the economic output of the Conclave. The average living conditions are well above tolerable, and this growth is projected to continue in the future, especially with the vast galaxy now available to utilize.)
Technology: 5 (A true rationalist society must, first and always, be pursuers of truth and knowledge. All else is almost irrelevant next to this goal.)
Diplomatic: 3 (It take some degree of diplomacy to keep a union of 14 billion citizens together without strife, and the Conclave is dedicated to ensuring that no such conflict as the religious wars of the previous age ever happen again.)
Cultural: 1 (Though the culture of the various Assemblies differ considerably, the official Conclave view is repression of spiritualist sentiment and irrational thought. This is due to a collective fear of descending back into a state of barbarous religious strife and conflict over things that are simply trivial, and bought at too dearly a cost.)

One of the special projects that was funded decades previously was a serious investigation and study of feasible Faster Than Light travel. For years, the commission had achieved little more than a theoretical understanding of how FTL might be accomplished. Unfortunately, actually making wormholes work in practice is orders of magnitude more difficult. However, recent breakthroughs have finally made this vision a reality, and key decisions must be made by the Conclave to decide the fate of the Cirnii people as a whole.
It is time for the Conclave to make its first, tentative steps into the great unknown, the cavern with no ceiling, space.
The history of warfare has left permanent marks on the Cirnii. A natural understanding of architecture and engineering, as well as a tendency for extreme resilience in the face of a threat lended itself very well to siegecraft and defensive technology. Despite no real enemy to defend against, the most well-funded projects of the Conclave have always been the defensive technologies.
The current military force contains 2 Corvettes. However, this term is merely a translation device, as the Cirnii have no notion of boats, ships or fleets.

Government
The word "Conclave" refers to the highest level of government, an organization composed of one Representative from each of the many Assemblies (the equivalent of city-states) both above and below the permafrost of Carrak. One Cirn will be elected by majority vote as Director of the Conclave. The Director, and the Conclave by extension, makes grand policy decisions, chooses what special projects are worthy of funding and continuation, and settles major disputes between Assemblies. Any decision made by the Director is final, unless overridden by a majority vote of the Conclave. This check was put into place upon the Conclave's founding to provide a defense against tyranny, though it has yet to have seen actual use in the past 80 years due to the amount of of discussion and deliberation before any major decision is made, as well as the fact there have been no truly controversial issues...until now. History
The current face of the Conclave is much changed from the past. Littered with religious extremism, fanatics, warlords and other distastefuls, Carrack was almost torn apart at the seams by various factions and sectarian strife. Hundreds of years of warfare, sieges, irrationality and pure hatred are note easily undone. In the underground labyrinths of Carracks subterranean landscapes, caverns were collapsed by demolition, fortresses were constructed in the dark, and the architectural genius of the Cirnii were turned to war. It took a coup lead by "terrorist" rationalists to overthrow the cycle of destruction and begin rebuilding and expanding. Under the direction of the Conclave, a stance of anti-sentimentalism and rationalism was enforced, hoping to rid the world of the basis for so many conflicts. Assemblies, really just administrative districts at the time of their founding, but now starting to resemble once more the nations they had once been, were created to focus reconstruction. The Conclave still maintains a healthy respect for the individual though, seeking to guide the citizenry to true understanding of the universe rather than the delusional and disastrous religiosity that killed so many.The history of warfare has left permanent marks on the Cirnii. You know, under the new rules of this RP galaxy, the Military/Economy/Technology/Diplomatic/Cultural thing refers to their importance in the nation itself, not relating to others. You should rather write under that they are a very small power (due to them being new).

Indeed. I also noticed the superpower tendency of the previous RP thread on the Paradox forums, and wanted to consciously step away from that by intentionally making my race very weak and new. Primitives that literally just stepped out of the Information Age. Hopefully, this will inspire lots of competition over who gets to "help/conquer/vassalize/ally" this new race.

Welcome to the club, pal. My race has been fanatically scanning and stealing all instances of advanced technology they can find. No joke, one of their science ships welded on hook eyes onto another empire's exploration probe and hauled it with a winch.
I also like how both our species are resilient and natural scientists and both have histories forged in war.
