HOW DO WAR
I have a few questions
1: How is a winner Decided?
2: How Much effect Douse Tech have on it?
3: Can we totally remove someone from the universe?
4: Is it More about numbers of Debating Skills?
5: Are the debates about the whole war or just Battles?

1. The Winner is decided by debate, the defender in a war has veto power over suggestions. If no decision is made and discussion is... ...uncourteous a moderator may be called in to arbitrate the dispute. In the case that one of the members of the dispute is a moderator another moderator or the admin will arbitrate.
2. Tech has the impact of allow an advantage however this can be negated by other such things. This advantage can be decided by the roleplayers. It is important to note that a high tech level does NOT mean a high military tech level, it applies to their general scientific capabilities and to their amount of technology, as well their application of that technology.
3. Yes, you can completely remove a player's empire, however if that player wishes, they can continue playing as a resistance movement, another Empire, or a hidden colony if they make preparations before hand.
4. Debating skills, however the numbers are there to guide the discussion. As while numbers matter, it is important to note that in most cases an Empire won't use it's full military might unless it is in a death struggle with another power. As such Empire normally fear attack from their rivals, so you see such cases in history of Emperors and Kings fighting or paying off their neighbors so that they can attack and fight the ones they actually want to invade.
5. They can be about either. If the people wish to take the conflict as a series of battles which the outcome of which will effect the war, that is fine. If the people wish to take the conflict as an overarching conflict with many themes and general movement that will decide the war, that is also fine. You may however wish to decide the war then go into battles as what kind of victory, defeat or stalemate. Are your two Empire evenly matched? Or are they disparate by does the more powerful one wish to pour all their strength into one war, leaving frontiers undefended? These questions and questions like them are for the players to decide.
